Cooperation with international organizations and associations

In order to support international efforts to combat global challenges in achieving economic growth, social integration, preserving and improving citizens’ health, as well as addressing environmental issues, the Russian Federation, along with other 192 member states of the United Nations (UN), committed to achieve sustainable, inclusive and progressive growth, social integration and environmental protection within the framework of the United Nations General Assembly resolution “Transforming Our World: The 2030 Agenda for Sustainable Development” and its 17 Sustainable Development Goals.


The key role in achieving international goals in the field of sustainable development is devoted to the cooperation of member countries with specialized organizations of the UN System and other international institutions and associations.

UN World Food Programme (WFP)

On regular basis the Russian Federation makes an earmarked contribution to the UN WFP fund in order to promptly respond to food crises occurring in the world and provide assistance to 20 countries (including both friendly countries such as Tajikistan, Kyrgyzstan, Armenia, and vulnerable countries including Ethiopia, Namibia, North Korea and others). The implementation of programmes aimed at improvement of school meal systems is a strategic objective in the context of the Sustainable Development Goals “Zero Hunger”, “Quality Education” and “Gender Equality”. Over ten years, the Russian Federation has been successfully cooperating with WFP implementing such programmes, creating and strengthening sustainable school meal systems in such countries as Armenia, Tajikistan, Kyrgyzstan, Jordan, Cuba and Nicaragua. The projects’ results received approval of the beneficiary Governments, as well as high appraisals both at regional and international levels.

Cooperation between the Russian Federation and UNDP has been carried out for over 20 years. The goal of such interaction is to promote the development agenda around the world and achieve the Sustainable Development Goals. In 2015 the Government of the Russian Federation and the United Nations signed an agreement establishing The Trust Fund "Russian Federation - UNDP for Development". The Fund implements a mechanism of assisting developing countries, mainly within the member states of the Commonwealth of Independent States and within the low-income or lower-middle-income countries, in such priority areas as poverty alleviation, sustainable development, prevention of natural disasters, sustainable energy, etc. UNDP projects are implemented with the active use of national expertise and aimed at achieving sustainable results. An example of a project funded by the Russian Federation: assistance in the development of a systematic approach to address the problem of marine debris and plastic in the Caspian Sea in order to reduce pollution, offset the environmental consequences for the Caspian Basin and contribute to the development of a sustainable economy in the region.

International Fund for Agricultural Development (IFAD)

In 2014, the Russian Federation joined IFAD, the goal of which is to increase agricultural production in low-income food-deficit countries, as well as to improve the quality of food and living standards of the poorest regions. The Fund implements the programmes aimed at supporting infrastructure, agriculture and social protection. Such projects comply with the priorities of The Concept of State Policy of the Russian Federation in the Sphere of Assistance to the International Development No. 259 dated April 20, 2014. The Fund's management sets a high value on Russian participation and contribution in terms of supporting the regions of Eastern Europe and Central Asia, including the post-Soviet countries, and emphasizes Russian effort in providing qualified human resources and expertise in Russian. Сooperation with the IFAD allows to use its potential in elaborating and promoting Russian priorities in the field of food security at international platforms and forums, as well as to involve Russian experts in the implementation of the Fund's projects.

The Russian Federation provides active support to UNFPA by providing earmarked contributions to assist developing countries and countries with transitional economies in finding solutions to demographic issues. One of the priority objects of cooperation between the Russian Federation and the Fund is the issue of demographic research and statistics. UNFPA’s reputations is globally recognized in this field, and Russian expertise and experience are in the highest demand in the region of the Commonwealth of Independent States, inter alia, in the Republic of Belarus, the Kyrgyz Republic, the Republic of Tajikistan, etc. An example of a project funded by the Russian Federation: the programme, aimed at strengthening the capacity of the Republic of Belarus in the field of collecting, analyzing and utilizing demographic data for the country's Sustainable Development Goals, has been implemented since 2019.

Since 2012 the UNAIDS and the Russian Federation have implemented the Technical Assistance Programme for countries of Eastern Europe and Central Asia (EECA) in the field of prevention, control and surveillance of HIV/AIDS and other infectious diseases. The main objective of the initiative is to implement Russian experience in combating epidemics and to assist the health services of the countries of the EECA region in the implementation of anti-epidemic and preventive measures. Programme’s operation with the use of Russian best practices has improved the system of preventing HIV infections among women, strengthened the control over infectious diseases among labor migrants and their families, enhanced the testing system for HIV infection established a network of mobile clinics, revised a methodological framework for the prevention and treatment of HIV/AIDS based on the Russian documents, launched a system for monitoring the resistance of HIV infection to antiretroviral drugs.

United Nations Educational, Scientific and Cultural Organization (UNESCO)

UNESCO is a specialized agency of the United Nations aimed at settling educational, scientific and cultural issues, and establishing peace through international cooperation in these fields. Commission of the Russian Federation for the UNESCO has the status of a governmental coordinating body and promotes the participation of Russian agencies, organizations, scientists and specialists in the UNESCO events and programmes, ensuring the fulfilment of international legal obligations arising from Russia's membership in UNESCO. An example of a project funded by the Russian Federation: establishment of an International UNESCO-Russia Prize in the field of fundamental sciences named after D.I. Mendeleev upon the Russian initiative in 2019.

United Nations International Children's Emergency Fund (UNICEF)

UNICEF is a leading UN organization in the field of child protection and development. Key focus areas of the Fund: maternal and child protection, early childhood development, child nutrition, education, meeting the needs of mothers and children in emergency situations arising from natural disasters, armed conflicts, epidemics in 21 countries of Europe and Central Asia. Signed in 2019 Memorandum of Understanding between the Government of the Russian Federation and the UNICEF is aimed at ensuring the practical implementation of projects by cooperating with countries in interest to achieve Sustainable Development Goals. Example of a project funded by the Russian Federation: the Russian Federation made a one-time voluntary earmarked contribution to the UNICEF budget towards implementation of a project to assist Venezuela in improvement of women's and children's access to nutrition and health services in 2021.

International Committee of the Red Cross (ICRC)

The purpose of the ICRC is to provide protection and assistance to victims of armed conflicts and other cases of violence. Additionally the ICRC promotes the development of international humanitarian law in accordance with the principles of the Geneva Conventions and the International Red Cross and Red Crescent Movement. The Russian Federation makes voluntary earmarked contributions to the ICRC fund within the framework of specific humanitarian programs.

Long-term cooperation between the Russian Federation and the World Health Organization, technical assistance and implementation of joint programmes are intended to form a policy aimed at sustainable development and strengthening of health systems in Russia as well as in countries of Eastern Europe, Transcaucasia and Central Asia. The policy is also determined to achieve epidemiological well-being and sustainable development goals. Examples of projects funded by the Russian Federation: assistance in strengthening the capacity of emergency medical preparedness and response; implementation of International Health Regulations in beneficiary countries; assistance in improving the quality of medical care in order to protect health and reduce mortality of mothers, newborns and children; strengthening measures to prevent and eliminate infectious diseases, including the spread of HIV/AIDS, tuberculosis and coronavirus infection, etc.

The Russian Federation cooperates with ICDO in order to assist the states in creating structures that provide protection and assistance to the population, including protection of property and environment in face of natural and man-made disasters. Such structures are commonly known as civil protection, civil defence, civil security and are all related to emergency management. The Russian Federation makes voluntary earmarked contributions to the ICDO fund in the framework of specific projects. Examples of projects funded by the Russian Federation: supporting the activities of the Russian-Armenian Center of Humanitarian Response and the Russian-Serbian Humanitarian Center, assisting recipient countries in strengthening their ability to respond to natural and man-made emergencies, including the provision of materials and technical support, etc.

The Green Climate Fund is an operational body for managing the financing of activities aimed at combatting the effects of climate change. The GCF is one of the financial mechanisms within the UN Framework Convention on Climate Change. The GCF is the important mechanism supporting the central role of the UNFCCC in combating climate change and adapting the economies of developing countries to such challenges. As a part of the GCF initial resource mobilization, the Russian Federation made a voluntary contribution to the GCF budget in 2018. The Government of the Russian Federation also made an additional contribution to the GCF budget in 2020-2022.

The Russian Federation actively cooperates with FAO, making a significant contribution to the international fight against hunger, ensuring food security of countries, and achieving the Sustainable Development Goals "Eradication of poverty", "Eradication of hunger", etc. FAO Liaison Office with the Russian Federation provides theoretical and practical assistance in the development and implementation of FAO policies and programmes, facilitating communication and cooperation between FAO and the Government of the Russian Federation and the public, as well as between FAO and international organizations operating on the territory of the Russian Federation. Example of a project funded by the Russian Federation: promotion of sustainable soil resource management within the framework of the Global Soil Partnership to promote the implementation of sustainable soil resource management in the beneficiary countries.

Eurasian Fund for Stabilization and Development (EFSD) efsd.org

The Eurasian Fund for Stabilization and Development is a regional financial arrangement in the amount of 8.513 billion US dollars. It was established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan to overcome negative crisis consequences, to provide long-run sustainability and to foster economic integration of EFSD member countries. The Fund provides the following assistance to the member states:

  • financial credits for budget support and (or) balance-of-payments support, available to governments only;
  • investment loans, provided either to EFSD member states or to companies;
  • grants to finance government programmes in the social sector.
