Bilateral cooperation and assistance to other states

Bilateral cooperation is one of the forms of international development assistance carried out on the basis of agreements between the Government of the Russian Federation and the Government of the recipient country.

Such assistance includes:

  • Targeted financial grants, provision of gratuitous supplies of goods or gratuitous provision of services to recipient states;
  • Concessional Loans or implementation of investment projects in the recipient country on concessional terms related to its maturity (the loan is used for a longer period comparing with commercial loans), repayment (at preferential interest rates) and interest payment (the allocated funds are not gratuitous assistance);
  • Technical assistance involving the provision of knowledge and experience to recipient states in order to develop institutional and human capacity in the field of health, education, environmental protection, disaster management, counter-terrorism and other areas;
  • Relief of a state’s debt by use of the “debt in exchange for development programmes” scheme, provided that the debtor accepts an obligation to direct the released resources to the socio-economic development of the recipient state;
  • Tariff preferences and other favorable conditions aimed at facilitating the access of goods and services produced by beneficiary countries to the Russian market; facilitating the active involvement of partner states in the international trade;
  • Targeted contributions to finance international programmes using the capabilities of international organizations and to provide other types of assistance considering that the Russian Federation reserves the right to make a decision regarding the state recipient of assistance, type of assistance, as well as regarding the purchase of non-commodity goods and services.
