    1992–1997 Deputy Director of the Budget Management Division, Deputy Director of the Budget Department – Director of Division, Deputy Director of the Budget Department of the Ministry of Finance of the Russian Federation;

    1997–2003 Director of the Macroeconomic Policy and Banking Department of the Ministry of Finance of the Russian Federation;

    2003–2004 Deputy Finance Minister of the Russian Federation;

    1985 Graduated from the Moscow Finance Institute, with a degree in Finance and Credit;

    1994 Defended his thesis for the degree of candidate of economic sciences entitled “Budgetary Policy of the State in the Transition to Market Economy: Case Study of the Russian Federation” (with a degree in Finance, Money Circulation and Credit);

    2012 Defended his Dr. habil. thesis in economic sciences entitled “Inter-budgetary Relations in the Context of Development of Federalism in Russia” (with a degree in Finance, Money Circulation and Credit).
